The article cites a possible reason for the administrative detention as "a reasonable chance that the person harms the security of the state". There is an appeal process available to detainees "Administrative Detention orders can be appealed to the District Court and, if denied there, to the Supreme Court of Israel." It appears these people are already released to Gaza, and this detention problem is solved. I should also note that these Gazans are adults, who used to volunteer to work in Israel. None of them was kidnapped from his/her home like Kfir, and their return back home to Gaza was delayed for 4 weeks because of the war.
